There is a note in the Script owners' FAQ telling you you can't remove old
scripts:

There are basically three reasons for that:
[1] Practically: people may have booked marked it, etc, so a removal may need
to be a phased withdrawal, pointing people to the script that supersedes the
withdrawn one -- e.g. take a look at:
http://www.rebol.org/cgi-bin/cgiwrap/rebol/view-script.r?script=calc-engine.r
where the script is now just a link to the "real" script"
[2] Licensing -- You've granted REBOL.org a license to publish the script, so
under many conditions, we'd want to talk to you before allowing you to
withdraw that right.
[3] Laziness -- the Library hasn't had enough activity to require a
delete-script to be written.
We're getting to the stage where the maintenance is mounting up, so it's time
to do [3]. Then I'll delete your replaced script as a live test.
Just give me a week or two -- it's as busy time right now.
