I did solve my problem. I couldn't remember where I'd seen
documentation of the new spec for the Rebol header's "needs"
word by looking in the likely places. I tried a Google search of
www.rebol.net and it took me to
http://www.rebol.net/notes/rv13-changes.html, where I found my
answer.

I hadn't been getting very good results with such searches in
the past. Maybe I just got lucky, or maybe I'm getting to be a
better Googler. Anyway, I will use this resource more in the
future.
