The general rate of incarceration in Victoria is about 80:100,000, and is about the average for Europe. It could be considered "best practice" if there is such a thing in incarceration. The WA rate of male indigenous incarceration is 5,600:100,000, yes that is five thousand sixhundred! Work it out 5600/80=70 Yes, First Nations men in Western Australia are imprisoned at a rate seventy times greater than their Australians, though settlers, in Victoria. Like I said, lies, damn lies and political academe...
