elect to do that.

".....Most of the refugees heading home have done so voluntarily. This
has included 3,135 from the United States even though residency was
offered to all 14,000 it accepted last year.
Canada was similarly generous, offering its intake of 5,438 Kosovars
permanent residency as well as cash
and local support services......"
