The Hon. John Howard MP,
Prime Minister
Parliament House
Canberra

Dear Mr Howard

During this year the Council for Aboriginal Reconciliation will, on
behalf
of all Australians, present to the Federal Parliament a Document of
Reconciliation. The acceptance of this Document presents us all with an
opportunity to enter a new millennium with a valid Reconciliation
process
having begun.

I believe the Document of Reconciliation should be backed up by
constitutional change and legislative action, ensuring that justice for
all
Indigenous Australians finally becomes a reality in Australia.

You will need to negotiate with Indigenous Australians to develop a
binding
framework agreement as to the how and when of these changes.

I firmly believe your Government must commence a program of legislative
action which achieves -

- Justice and equity for Indigenous Australians in their daily lives,
and
- Rights to culture, languages, law, land, traditions, beliefs and
self-determination, as the rights of Australia's First Peoples.

Indigenous people want to talk. Now it's over to you.

Yours sincerely
