The purpose of this research is to describe the delivery of health services to Aboriginal and Torres Strait Islander people in prisons and police lock ups and to inform policy so that further work towards developing national standards for health service delivery can be undertaken. I am particularly interested in receiving feedback about best models and/or practices which have been effective in delivering health services to Aboriginal and Torres Strait people in these settings from national and international jurisdictions. I am also interested in obtaining information about Australian and international literature concerning the delivery of health services in these settings. You may have detailed knowledge, expertise and/or experience in these areas or be able to pass on my contact details to colleagues who have research and/or practical expertise in delivery Aboriginal and Torres Strait Islander health programs. The terms of reference for the scoping exercise are: - To provide a comprehensive profile of the health status of Aboriginal and Torres Strait Islander prison populations, and preferably across gender and age cohorts; - To identify and review Australian and international literature concerning the delivery of health services to Indigenous peoples within correctional facilities; - To critically analyse relevant recommendations of the Royal Commission into Aboriginal Deaths in Custody and review State and Territory Government responses; - To identify and review current arrangements within each State and Territory for the provision of health services to Aboriginal and Torres Strait Islander prison populations and assess the extent to which these arrangements - � represent best practice based on identifiable/improved health outcomes and access to health care for Aboriginal and Torres Strait Islander inmates, � represent appropriate and sufficient health care based on the needs of Aboriginal and Torres Strait Islander inmates, � address specific health issues including chronic disease management, substance misuse, mental health and sexually transmitted infections and, � involve community controlled health services in the provision of health care to Indigenous inmates. I would welcome written submissions in relation to the terms of reference from any interested persons or groups. If you have a colleague who has expertise or an interest in any of the areas encompassed in the terms of reference I would be very grateful if you could pass on this request.
