Why would Ruddock erect a barbed wire fence if he was not looking to create
trouble?
Maybe he is as incompetent as he often appears to be, but I doubt it.
Such an action at this time has to be either deliberate or stupid.
Woomera is supposed to be a detention centre, not a concentration camp.
