As far as I know, Red5 doesn't decode anything; it just distributes  
FLV streams that are already encoded. Adding a server-side function  
to decode an FLV file to get a thumbnail is probably possible, but  
also probably a big task.

Much simpler is to make your own thumbnail client-side, by using the  
NetStream.play() function's length option. Pass in 0 for length and  
you'll get a single frame of the recorded stream.
