Use Camera.setQuality, Camera.setMode, Camera.setMotionLevel at client side.

There's a way because you can assign scheduled jobs at server side and 
deal with stream files but I need to investigate what's the best way.

Have a look at org.red5.io.flv.impl package and 
org.red5.server.api.scheduling for scheduling tasks.
