well, I should say, it's all local - there is no stream.  So no.
 
Also, a 10 second buffer doesn't mean "wait 10 seconds to play", it just means, there needs to be 10 seconds of video in the buffer before it pauses and regains the buffer.
 
So, if you have a fast connection (LAN), 10 seconds is completely fine.  Most web (progressive) video's I've done with 5-7 seconds and it always seemed to play realitively quickly, certainly way under 5 seconds.
