unfortunately not. But you can buy the expensive Nellymoser SDK for serverside transcoding or if you know well C and very well audio theory (and want to earn 6000 US, yes, there is bounty by struktur.de posted on this list a few weeks ago) you could try to write a clean-room implementation for that codec.
