What i mean is that you can get more from the compression ratio just resizing the jpgs, making 'em flv will re-encode using another non-lossless codec.... (jpg + any flash flv compatible)

Anyway...if you still want to make a video out of it, try ffmpeg... it makes video out of sequences.
Just for the records, the jpg loading can be real-time as streaming....
