Aloha Tom,
 
ffmpeg is a swiss army knife.
It will transcode flv to mp3. 
There is also a mixer included. You can mix sound and video together.
Porbably you can mix 2 mp3 together.
But unfortunately i havnt any experience with the mix ability.
 
 
ps: May be starting both streams server side can solve your delay
problem? Give it a try.
