No, it does not. The only way you could do it yourself without paying crazy, insane, awful expensive license fee to nellymoser is to record directly from the soundcard, the sound that the flash player produces (in your case, the sound of an flv file).
I dont know how you could do it to make that sound record faster, to make the flash player render the sound at a highest pitch possible, i dont know how to change the pitch of that outputed sound. But even at a slower recording/conversion rate, you would have a working solution, that wouldnt require any fees in any way, to be paid to nellymoser.
