cool that's what I had thought, I'll try it out again.  With your
confirmation I know that it should work, and can focus on what I'm doing
that could be preventing it from working.  Thanks for your help.

if you only want to stream files, it should be enough to create two
folders:
<red5/webapps>/myapp and <red5/webapps>/myapp/streams without any
configuration files. Restart Red5, put the FLV/MP3 files in the newly
created streams folder and you should be able to connect to
"rtmp://server/myapp".
