The fps are set at the encoder end, not the server.   The server sends 
whatever it receives.  We know the encoder was only sending 80% quality 
and a max of 16 fps.  We've done other in-house tests of up to 30 fps 
and 100% so we know they 'will' work, it's just that the bandwidth to 
send that to 500 users would be a bit much.
