Hey Anwar ;-) The SOAP toolkit is essential AFAIK to normal function of the
CMS - it is asked for during the initial install so even if it was a sundry
item it is recommended to install it.

As for the publishing problems - it would nto affect it, your problems
relating to that are much much deeper than that.
