Interesting task and a fairly simple one if you are dealing with .net,
Java or PHP with a sql server in the back.

As far as I know, there is no ready-made route for this routine in LS.
So the task has to be broken down as follows:

1)A simple html form using a dynament as the action target.
2)In the dynament, you handle two routines based on values passed in
request. One is to create an account set to be inactive. The other is
to send out an email. LS has detailed dynament on both of them, just
check the manual.

The activation page can be a known url constructed with the user
account appended as querystring. When such url loads, a hidden form
submits to a dynament that set the relevant account active.

A bit of labor but it can be done.
