Hi todddot,
For us, once a user creates the english version, submits to workflow, 
and our communications group then releases the page. Once they release 
it, the page gets transferred/created in the french variant. Originally, 
we did have the same workflow, but in practice, it didn't really work.
The only way that we've found to prevent an english page from being 
published prematurely is to set a linking/appearance schedule on the 
page.  Our communications people work closely with the translators, so 
they set the schedule - if it's necessary or not.  There are other 
approaches used for other types of content on the site though.
