Hey Chandima,

In order to have the department folder pictures published to the root
you have to set this in the publication packages.

If you expand the proper language variant you'll see you "department"
folder. If you click it you can assign a "publication folder".

There you choose "root". And all the images in the "departement"
folder will be published to the root.
