Hi Chris - I had inquired about this last week and was quite suprised to hear this answer too! My hacky solution was to create a separate development area...a table of contents where users could add pages. I then rendered them out on the pages to be published. It works fine but includes that middle man. Can be confusing for the editors. I hope the next version will solve this.
