We have found that using the exact same name for the email and release
necessary reaction will cause the first one to no longer appear in the tree.
We encountered this when trying to build similar workflow for both page
created and page changed actions.

I know names aren't supposed to matter with GUIDs, but the workflow process
has "issues" with that rule.
