To be wicked specific, I understand and train everyone that it is after the users:
Create and connect, make all their edits and then (depending on your settings) submits the page from workflow. One project setting (in general settings) can make it so that if a contributor "closed" the page it is automatically submitted to workflow. Either way, the page needs to be submitted before the page created workflow begins. Consequently, page changed only happens if changes are made to a page that has been previously created and sent through workflow. Hope that helps!
