Personally, I think it would be better to use references... simply
because whenever you make content changes within the container, all
other pages within the site referencing it will also be published
automatically (providing the 'related' pages option is checked).

Otherwise each of the other pages would need to be manually published
by your users (which is a pain in the butt)
