Heres what I 'think' it was.

At the project variant level, and then selecting the 'html' variant
you can edit settings.

Within this screen down the very bottom there is the option to select
publishing target.  Beside this is a tickbox  'create deletelist'.
This one was still ticked so for some reason it was ignoring the
publication settings of 'create deletelist' and using the other.

Anybody know which setting has priority over the other?
