Ugh is the short answer. The best solution I have seen yet, and it's not great by any means, but it does take the burden of developing simple email forms off of your developers is the SmartForm product by Enthink. We purchased the product and it has indeed helped offload this task, however we are no longer maintaining a maintenance contract with them.
