Thanks for the suggestions guys. Ideally, I'd love to have a way to publish out draft template versions of pages as well as draft content versions of pages but I'm still dealing with my original problem.
Unfortunately, I'm still stuck trying to get pages to publish to my "staging" publication target the same way they do to my "production" publication target. I've tried re-creating the staging target a couple of times and doing a full publish but some key files aren't being published. The only way I've been able to get them to publish has been by manually changing the FTP path in my production target to the FTP path to my staging server. I've checked every setting I can think of and haven't found a reason some files aren't published when using one FTP path but are published without problem to another FTP path.
