I think you are right.
I check this on one of our projects.
I created a content class by using:
"Define Content Class Authorization Package"
from the Action Menu.

I chose "Everyone" as group and denied "Full control" so that
everything is set to "Deny"
Result: I am still able to create a page using SmartTree

Note: This was tested on version 9.
I believe on our test machine v10 the content class disappeared at
least from the right sidebar menu.

Which version is yours?
