I am not clear on the business requirement but there are two ways to upload files into liveserver repository.
If you need an user interface, (browse to file etc) you will choose to use reference dynament. If you are batch uploading files from a file system folder, define an import job and call the job as scheduled. Liveserver has pretty thorough dox and above mentioned are all documented.
