I am using navigation manager. The code I posted was navigation manager code.
The issue seems to be that the navigation is in a content class which is connected to a container on the foundation page. It seems that the CurrentIndex.Id never changes because (this is our hypothesis) the content class is not "in navigation manager" but the foundation page is. Does this make sense to anyone else?
