In this case that was the culprit. One of the primary foundation class of the 
parent project had html extension. Changing that fixed the issue.

I typically remove the extensions from all places, except the primary 
foundation 
content class. This removes all the guesswork from random extensions.

your missing one, in teh first pic, select the ASPX template type and
click properties in teh action menu, change it in there
