Yes, that can be quite frustrating. You can try a few things. First, remove the preexecute tags so that you can see what it is writing out. It's likely creating a syntax error for you somewhere - I can't see it right off the bat.
If that doesn't help, I've sometimes taken that asp code, saved the file on the server as an asp page, and run it to see what the real error is.
