You can try using a plugin develop by Frederic Hemberger. Plugin: Transfer Filenames http://www.reddotcmsblog.com/plugin-transfer-filenames
You can export XML version of all pages' filename and page title. Then you can edit the XML to modify the filename. It is mean for translating the pages' filename and page title.
