I don't know of a popup box plug-in, but starting in 9.x? (i'm not sure of
the version) there is a feature of the CMS which allows you to send an email
to all active users in the system. In order to see this, go to Server
Manager > Administer Users and Groups > Users > Action Menu, Send E-mail to
All Active Users.

There's also an option to display the active users, I suppose if you wanted
to write a plug-in, you could use the RQL for that to power it.
