A bit more investigation led me to the project-wide setting “Reopen page after SmartEdit action 'submit page to workflow' or 'release page' "
which was ticked. Seems to me that it could be the cause - would explain why submitted pages are still showing as being edited. I’ve unticked it so we’ll see if that helps.
