can someone please tell me why the first part always evaluating true and
never false?

<query valuea="<%std_url%>" operator="!="
valueb="Escape:EmptyString">
<htmltext>
</htmltext>
</query>
<query type="else">
<htmltext>
</htmltext>
</query>
</if>
</reddot:cms>
is this (Escape:EmptyString) the real syntax for evaluating empty or null
value?
