In case anyone encounters the same problem, after a LOT of work trying to find out why this was happening I discovered it was because there were many anchors in the pages that were referencing pages from another variant, which of course weren't there. This, for some reason, interfered with the navigation manager and the menu wouldn't display. After deleting all the references I've managed to get the nav to display, however I'm still encountering problems with asp errors in the navigation structure when trying to move pages.
