Well, it seems to be a dynamic server side functionality. Either use DeliveryServer or in your case, like you said using ASP or any code you desire. The trick is not to run the code within CMS, but on the web server. So CMS' purpose is simply to publish out whatever dynamic server side code you would like to run (read txt, parse, display) on the web server. Please let me know if you need additional info.
