I am investigating another solution at the moment and if it works then it
will be much simpler for us.
Our DS projects are aware of the multiple languages (for example Belgium
knows there are Dutch and French languages in the project).
So by pointing the French (secondary) language to publish the page with the
same name to the same location as the Dutch 404 page, we a page with two
sets of "Data" one for each language and DS is able to pick up the relevant
language variant of the page.
