Are they using IE 9?

What version of CMS?

If they are just concerned about right click in SmartEdit, can they
try FireFox?

For page submission, there are some plugins on SolutionExchange.com or
check out Kim Dezen's information bar.

For page publication, I would suggest trying to get the right click to
work, but if not, try

<a href="/CMS/ioDialog1210.asp" target="__blank">Publish</a>
