Yes, it does appear to ber server-wide. I just checked and it is true that my RDServer.ini flag value is not 1024 (it's 265) - i'm reluctant to edit this without further information.
Earlier, I tried switching on Navigation Manager from within the project's general settings (we don't actually use nav manager in this project however), but it did not restore the render tags.
