I would make a container called "cnt_special_css" in the main template having this tag in teh head section.
Than i can make a Template Class for CSS oder JS. e.g. for CSS: <link href="<%anc_css%>" rel="stylesheet" type="text/css" media="print"/> Than i could make a own content Class with CSS styles i want for this page and give it to the <%anc_css%>. so i would have the CSS only on this page, in the Head section and as an own File(which gives me the possibility to overwrite even Styles if i want).
