Do you have this page in more than one publishing structure? 

For example the same file-target (url) in different language variants. Or 
two parallel publishing jobs with the same Files? (for example one job is 
publishing all Files from one Navigation Point, and another one on another 
with publish "relevant" pages?

Then it can happen that this 2 publishing jobs are ristricting each other.
