The "<VARIANT> (Draft)" built-in Variant that exists is for publishing out
Draft versions of Content Classes for testing.

To publish unreleased pages, you would need to create a new Variant and
tick the box to "publish unreleased pages".

Something to also keep in mind is the automatic clean-up of deleted pages
does not function for "Draft" variants.
