The "Best Practice Project" that shipped with v10.1 has a sample of the 
target dynament which is a good way to create paginated lists. This can 
also be used for personalize content listings.

Just publish with the list placeholder in a comment and include your 
dynament code. In one case 2 news sites for large metros off 1 project. In 
this case we had dozens of lists for news segmentation due to volume but 
the use of this dynament is proven at large scales. 

If you want comments, you can do unmoderated with RDB Dynament or Content 
Dynaments.
