Tony, Thanks for the reply. I have been busy trying different FTP accounts. As it turns out, though the FTP account is valid and you can manually FTP into the server, I needed to utilize a different, recently created FTP account. I am trying to determine what permission can possibly be different between the two users. I have been looking-up MS IIS 6.0 FTP return codes and there is definitely a failure. The publishing is now working.
