I appreciate you taking the time to help me sort this out.
I had begun to suspect something of that sort.
Unbelievable that support could not even point me in that direction.
Although to be fair, I am still waiting on a reply from them.

We used a workaround method to maintain our User GUID's when upgrading from 
version 9 to version 11 on new hardware.
This worked but we lost all project and group associations.
I had hoped that this would be a way to restore these associations and that 
the file could be created in advance of the cutover.
We are currently testing V. 11 and struggling through these issues.
We will have a very short window when we actually cut-over from V.9 to  the 
actual V. 11 production box and restoring near 600 users manually is near 
impossible.

Perhaps the method you suggest could be an option, however I am unfamiliar 
with that process as well.  
It's not looking a good as I had hoped.
