About folders with leading underscore: Deleting folders which contain a lot of files may take some time. Therefore some CMS features just rename the folder with a leading underscore. The folder is away immediately. Then a new one is created. Afterwards, the server can take its time to delete the folder without haste.
So Jian is right. All of these folders can be deleted. And normally they already should have been.
