You have to enable "Server side includes" as a feature on Windows/IIS.

We do this (and nav published into .net use controls) all the time.

does anyone know of a way to have a single page for navigation which is then 
called into all other pages via server side include? when we try to do this in 
10.1, the include line causes a 500 error <!--#include 
virtual="/header.html"--> . we'd like to be able to update our nav without 
having to repbulish the entire site.
