old keyboard bug still in 6.2 install

Seems RedHat does not load keybaord tables for console during ythe
installation.  So if you happen to live East of New York you get a 'Q'
when you type 'A' and a 'W' when you type a 'Z'.


This is not fun at all because this bug was already in 6.1
